POSITION SUMMARY:

Targa Resources Corp., a midstream natural gas company, has an immediate opportunity for a Sr. Environmental Specialist in the Air Projects team which focuses on working with commercial, engineering, and operations to deliver the company’s business objectives.  This job will see air permitting projects from conception through completion and requires strong communication skills to effectively work with personnel across the company.  The position also works with the Corporate Environmental Compliance team to help implement new programs across the company.  This position can be located in Houston, Dallas, Oklahoma City, or Midland and will report to the Manager, Air Quality.

JOB RESPONSIBILITIES:

  • Title V and New Source Review Permitting – determine permitting mechanism for new projects and complete permitting for new and modified oil and gas facilities.
  • Regulatory Analysis – complete regulatory analyses to determine how a rule applies to new and modified oil and gas facilities.
  • Collaborate directly with engineering, operations, and commercial to deliver business objectives
  • Communicate effectively to different levels of company on permitting and regulatory requirements.
  • Communicate effectively with outside organizations on permitting objectives and basis.
  • Engage and manage consultants on air permitting projects, as needed.
  • Provide assistance as an air permitting SME in compliance audits and resolving issues concerning environmental compliance, as needed.
  • Maintain a working knowledge of existing and proposed regulations that affect the oil and gas operations through training classes, lunch and learn, and conference attendance.

MINIMAL ESSENTIAL QUALIFICATIONS:

  • Bachelor's degree is required
  • B.S. in Engineering, Environmental Science, or related degree program, such as Chemistry, is preferred
  • 8+ years of air permitting experience or 5+ years of environmental compliance experience
  • General understanding of state and federal regulations that impact the oil and gas industry
  • Strong written and oral communication skills.
  • Ability to organize and work self-sufficiently given direction and resources.
  • Intermediate level desktop computer skills using Microsoft Office – Outlook, Word, Excel, Powerpoint.
  • Legal authorization to work in the U.S. on a full-time basis for anyone other than your current employer.
  • Physical ability to work in the plant site and accompany regulators on plant tours.
  • Ability to travel overnight periodically, as needed.
  • Regular and reliable attendance is required

PREFERRED QUALIFICATIONS:

  • 8+ years of air permitting experience, or 10+ years of environmental compliance experience would be considered for Sr. level role.
  • Air permitting experience in the oil and gas industry, or consulting environment
  • Air permitting experience in New Mexico and Texas
  • Strong computer skills using simulation programs including PROMAX, GRI-GLYCalc, and AMINECalc.
  • Demonstration of effective project management skills
  • Ability to interface effectively with all levels within the company as well as organizations outside the company (regulatory agencies, contractors, consultants).
