Targa has an immediate opportunity for a Staff ES&H Specialist in Process Safety.  This candidate will ensure recognition, measurement, evaluation, and control of potential health and process safety hazards associated with the processing and handling hydrocarbons.  The candidate will assist in facilitating, attending, and monitoring Process Hazard Analysis (PHA) on existing, new, and modified processes and define effective risk management controls.  Working with the Process Safety Management (PSM) Manger will assist with OSHA’s Process Safety Management Standard, and EPA’s Chemical Accident Prevention Provision Risk Management Plan (RMP) regulation, assisting in the development, implementation, and sustainment of the PSM/RMP program to ensure safety of all employees and contractors, protection of the environment and surrounding communities, and compliance with all Federal, State and local regulations. This role will work closely with cross-functional teams to manage key compliance activities for the 14 elements of PSM and RMP; such activities include, but are not limited to, Process Safety Information, Process Hazard Analysis, Operating Procedures, Operator Training, Mechanical Integrity, Management of Change, Incident Investigation, Compliance Audits and Risk Management Plans.

 

Requirements for the role include extensive experience in process safety management, substantial familiarity with regulatory agency codes and standards, significant exposure to oil and gas operations, and demonstrated leadership and motivational skills. This position will report directly to the PSM Manager in Targa’s ES&H Services Team and can be located in Houston, Dallas, Oklahoma City, Tulsa, or Midland.

 

JOB FUNCTIONS AND KEY RESPONSIBILITIES:

  • An experienced facilitator of qualitative and quantitative risk assessments (e.g., What-If, HAZOP, FMEA, SIL, BowTie, etc.).
  • Schedules PHAs, working with Plant Operations, Engineering, and Local ES&H.  "Owns" and maintains PHA Schedule.
  • Attends and may facilitate PHA & PHA Revalidations and provide guidance as needed.
  • Close-out PHA Work Orders in Maximo using the Start Date
  • Receives Draft Report from 3rd Party Facilitator and circulates to appropriate Targa personnel for review (Operations, Engineering, Local ES&H, Management, etc.).  Delivers Draft comments back to Facilitator.
  • Leads PHA Closing Meetings.  Submits PHA Report to Operations SharePoint.
  • Monitors MOC/PSSR KPI and sends out monthly report.
  • Coaches employees on how to utilize Operations SharePoint; monitors Operations SharePoint KPI's and sends out monthly report.
  • Monitors Past Due and Upcoming Action Items in Maximo and sends out monthly report.
  • Provides input to PSM Manual, Guidelines, and Monthly PSM Safety Focus.
  • Coordinate / Manage / Oversee PSM Compliance Audits including preparation activities for Audits, providing key team members to the review team, ensuring documentation is available for the audit, and tracking Findings and Action Items to completion.
  • Participate in Incident Investigations and Root Cause Analyses (RCA’s).
  • Utilize and maintain internal databases relating to Equipment Inspections, Audits, PHA’s and other compliance items.
  • Develop / Maintain Risk Management Plans (RMP’s).  Perform Off-site Consequence Analysis (OCA) and Alternative Release Scenario (ARS).
  • Other duties as assigned

MINIMUM ESSENTIAL QUALIFICATIONS:

  • Bachelor's degree in Chemical Engineering, Process Safety, or a related degree program, is required.
  • In-depth knowledge of process safety standards and regulations (e.g., OSHA PSM, EPA RMP, NFPA, API, etc.).
  • Experience conducting process hazard analyses (PHA) and risk assessments, using techniques such as HAZOP, LOPA, and QRA.
  • Excellent problem-solving and analytical skills, with the ability to identify and assess process safety risks.
  • Effective communication and interpersonal skills to collaborate with cross-functional teams and stakeholders.
  • Familiarity with process safety-related software tools and technologies.
  • Strong understanding of gas processing processes, equipment, and operations.
  • Ability to organize and work self-sufficiently given direction and resources.
  • Intermediate level desktop computer skills using Microsoft Office – Outlook, Word, Excel, PowerPoint.
  • Legal authorization to work in the U.S. on a full-time basis for anyone other than your current employer.
  • Ability to travel overnight periodically, as needed.
  • Regular and reliable attendance is required.
 
PREFERRED QUALIFICATIONS:
  • Minimum 8+ years of process safety experience in the oil & gas or chemical industries
  • Professional Engineer (PE) Certification
 
PHYSICAL DEMANDS and WORK ENVIRONMENT:
  • Ability to lift, push, and pull 50 pounds.
  • Ability to work in outdoor conditions and a plant environment.
  • Able to work in close quarters:  i.e., work while kneeling, squatting, sitting, climbing, and standing.
  • Follow and adhere to all applicable Personal Protective Equipment (PPE) guidelines (ex: eye protections, safety-toed footwear, flame resistant clothing, respirator, etc.).
  • The employee frequently is required to stand, walk, handle, or feel, and reach with hands or arms.
  • Driving short and long distances within congested roadways and rural areas.
