Process Safety Management Specialist

POSITION SUMMARY:
Targa has an immediate opportunity for a Specialist in Process Safety Management. This candidate will ensure recognition, measurement, evaluation, and control of potential health and process safety hazards associated with the processing and handling hydrocarbons. The candidate will assist in facilitating, attending, and monitoring Process Hazard Analysis (PHA) on existing, new, and modified processes and define effective risk management controls. Working with the local Facility Supervisors will assist with OSHA’s Process Safety Management Standard, and EPA’s Chemical Accident Prevention Provision Risk Management Plan (RMP) regulation, assisting in the development, implementation, and sustainment of the PSM/RMP program to ensure safety of all employees and contractors, protection of the environment and surrounding communities, and compliance with all Federal, State and local regulations. This role will work closely with cross-functional teams to manage key compliance activities for the 14 elements of PSM and RMP; such activities include, but are not limited to, Process Safety Information, Process Hazard Analysis, Operating Procedures, Operator Training, Mechanical Integrity, Management of Change, Incident Investigation, Compliance Audits and Risk Management Plans. Requirements for the role include extensive experience in process safety management, substantial familiarity with regulatory agency codes and standards, significant exposure to oil and gas operations, and demonstrated leadership and motivational skills.
- Attending and potentially facilitating PHA & PHA Revalidations, providing guidance as needed.
- Monitoring and closing PHA-related work orders in Maximo.
- Managing the flow of draft PHA reports from 3rd party facilitators for internal review
- Tracking and reporting monthly on MOC/PSSR KPI’s.
- Monitor past-due and upcoming action items in Maximo, issuing monthly reports
- Supporting coordination of PSM Compliance Audits, including pre-audit preparation, ensuring availability of required documentation, and tracking findings/action Items to closure.
Other duties as assigned
- Bachelor's degree in Chemical Engineering, Process Safety, or a related degree program, is required.
- In-depth knowledge of process safety standards and regulations (e.g., OSHA PSM, EPA RMP, NFPA, API, etc.).
- Experience conducting process hazard analyses (PHA) and risk assessments, using techniques such as HAZOP, LOPA, and QRA.
- Excellent problem-solving and analytical skills, with the ability to identify and assess process safety risks.
- Effective communication and interpersonal skills to collaborate with cross-functional teams and stakeholders.
- Familiarity with process safety-related software tools and technologies.
- Strong understanding of gas processing processes, equipment, and operations.
- Ability to organize and work self-sufficiently given direction and resources.
- Intermediate level desktop computer skills using Microsoft Office – Outlook, Word, Excel, PowerPoint.
- Legal authorization to work in the U.S. on a full-time basis for anyone other than your current employer.
- Ability to travel overnight periodically, as needed.
- Regular and reliable attendance is required.
- Minimum 8+ years of process safety experience in the oil & gas or chemical industries
- Professional Engineer (PE) Certification
- Ability to lift, push, and pull 50 pounds.
- Ability to work in outdoor conditions and a plant environment.
- Able to work in close quarters: i.e., work while kneeling, squatting, sitting, climbing, and standing.
- Follow and adhere to all applicable Personal Protective Equipment (PPE) guidelines (ex: eye protections, safety-toed footwear, flame resistant clothing, respirator, etc.).
- The employee frequently is required to stand, walk, handle, or feel, and reach with hands or arms.
- Driving short and long distances within congested roadways and rural areas.
