POSITION SUMMARY:
Targa has an immediate opportunity for a Safety & Health Specialist located near Monahans, Texas. The position will support the Delaware Basin business unit which includes gas plants and the associated gathering systems. This position will assist operations in achieving Targa’s goals with respect to safety and health compliance and sustainability practices in our operations. A proven ability to solve problems, learn new material, adapt to change and be an effective communicator are key traits to success in this position. The position will report to an area Safety Supervisor and will collaborate with other local ES&H and Operations personnel.
JOB DUTIES & KEY RESPONSIBILITIES:
Facilitation and maintenance of Health and Safety activities, including some process safety support, associated with our operations throughout the asset area and work within the field locations at least 50% of the time.
Partner with Field Operations and Engineering teams to provide health and safety support.
Maintain compliance with applicable OSHA and state or local health and safety regulations.
Assist the ES&H Department with implementation and monitoring of continuous improvement efforts regarding health and safety.
Actively participate in Pre-Startup Safety Reviews (PSSR) and Management of Change (MOC) processes.
Facilitate incident investigations and root cause analysis and associated documentation.
Conduct site assessments to ensure compliance and communicate findings to leadership.
Manage and complete action items that result from PSM audits, PHAs, incident investigations, and other compliance audits.
Facilitate and conduct health and safety training and meetings.
Assist with shutdowns, confined space entries, critical lifts and other high priority jobs.
Evaluate working conditions and recommend improvements in safety and health methods, practices, and procedures.
Advise local management, operations, and project/maintenance teams in matters that assure compliance with federal, state, local and corporate rules and regulations pertaining to employee health and safety. Acting as the local subject matter expert or resource.
Assure that various reports are filed with appropriate agencies in accordance with applicable safety regulations including specific requirements of permits or regulations for the various facilities.
Conduct formal and informal audits of facilities and compliance related programs and procedures.
Actively promote safe and environmentally friendly work processes within the facilities.
Conduct Emergency Response drills and work with local emergency response agencies.
Assist in contractor safety programs.
Assist other ES&H team members with company initiatives and overall implementation of ES&H Department Goals.
Meet or exceed all company policies and procedures.
Conduct industrial hygiene activities and monitoring while maintaining associated instrumentation.
Other duties as assigned.
MINIMUM ESSENTIAL QUALIFICATIONS:
Bachelor’s degree in safety & health, Engineering or other related field preferred.
High School Diploma or GED required.
Minimum of 3 years of experience working with Safety & Health management systems within gas processing, refining, petrochemical, or other industrial manufacturing settings relevant experience.
Preferred consideration will be given for CSP, ASP, OHST, CIH or other applicable professional certifications.
Preferred consideration will be given for process safety experience/knowledge.
Preferred consideration will be given for plant, pipeline and compressor station construction knowledge including: PHAs, project design, and OSHA Construction Standards (29 CFR 1926).
Must have a working knowledge of OSHA regulations and industry recommended practices (API, GPA, etc.) and their application to the design, construction, and operation of associated midstream or oil and gas equipment.
Proficient technical and computer skills, including Microsoft Office suite.
Self-motivated with the ability to independently perform and complete a broad scope of assignments and projects on time.
Effective communication skills to work closely with regulators, inspectors, and all levels of personnel within Targa.
Must maintain a valid driver’s license and a safe driving record satisfactory to the company.
Ability and willingness to respond to calls after hours, if Operational needs arise.
Regular and reliable attendance.
PHYSICAL DEMANDS & WORK ENVIRONMENT:
Ability to work in changing climate conditions and a plant environment both indoors and outdoors.
Ability to lift, push, and pull 50 pounds.
Able to work in an industrial setting which includes work while walking, climbing, kneeling, squatting, sitting, and standing across multiple terrains.
Follow and adhere to all applicable Personal Protective Equipment (PPE) requirements (ex: eye protection, footwear, respiratory protection, and flame-resistant clothing).
Ability to wear respiratory protection up to and including supplied air apparatus.
The employee frequently is required to use hands and arms to complete tasks.
