Environmental Specialist
POSITION SUMMARY:
Targa Resources Corp., a leading midstream energy company, has an immediate opening for an Environmental Specialist or Sr. Specialist (depending on qualifications) to support the Greenhouse Gas (GHG) and Air Emissions Inventory (AEI) Reporting Programs. This position focuses on compliance and assurance activities for oil and gas facilities across Texas, Louisiana, Oklahoma, Kansas, New Mexico, and North Dakota. The role will work cross-functionally to support data management, regulatory compliance, and continuous improvement to the GHG and AEI reporting programs. The role reports directly to the ES&H Supervisor – GHG & EI Reporting Program, and may be based in Houston, Dallas, Oklahoma City, Tulsa, or Midland.
JOB RESPONSIBILITIES:
- Prepare and submit annual GHG and AEI reports in compliance with state and federal regulations.
- Work closely with state and federal agencies for air emission compliance and reporting programs.
- Responsible for supporting internal and external information requests related to annual GHG and AEI report submittals.
- Support environmental management information system (EMIS) and ensure accurate data entry and maintenance.
- Responsible for air emission fee calculations and payments to state agencies.
- Communicate effectively to different levels of company on annual reporting requirements.
- Work with regulatory agencies and respond to inquiries related to GHG and AEI submittals.
- Engage and manage consultants on air compliance projects, as needed.
- Contribute to continuous improvement processes for GHG and AEI programs.
- Support data collection and analysis for annual MACT documentation.
- Maintain a working knowledge of existing and proposed regulations through active participation in regulatory and industry workgroups, training, and conference attendance.

MINIMAL ESSENTIAL QUALIFICATIONS:
- B.S. in Engineering, Environmental Science, or related degree program, such as Chemistry, is preferred.
- 2+ years of environmental compliance experience in the energy industry (oil and gas, refining, or chemicals).
- General understanding of state and federal regulations that impact the oil and gas industry
- Strong written and oral communication skills.
- Ability to organize and work self-sufficiently given direction and resources.
- Strong desktop computer skills using Microsoft Word, Excel, Outlook, PowerPoint, Visio and Sharepoint.
- Legal authorization to work in the U.S. on a full-time basis.
- Willingness to travel and ability to work in field and plant environments.
- Ability to travel overnight periodically, as needed.
- Regular and reliable attendance.
PREFERRED QUALIFICATIONS:
- Experience with EMIS systems such as Intelex, ACTS, Enviance, or similar.
- Air compliance experience in oil and gas or consulting environment.
- Experience using process simulation programs including ProMax.
- Demonstrated project management capabilities.
- Ability to effectively interface with internal teams and external stakeholders including regulators.
