Sr. Environmental Specialist

Targa has an immediate opportunity for a Senior Environmental Specialist located at a fractionation plant in Mont Belvieu, Texas. This position will assist operations in achieving Targa’s goals with respect to environmental compliance in our operations. A proven ability to understand and apply environmental regulations, solve problems, learn new material, adapt to change, and be an effective communicator and collaborator are key traits to success in this position.
The employee will report to the local Environmental Supervisor and will collaborate with the local ES&H and Operations staff to achieve regulatory compliance and operational goals. All the ES&H field positions in Targa receive support and guidance from the Corporate ES&H staff.
JOB RESPONSIBILITIES:
- Assist management, operations, engineering, and maintenance teams to assure compliance with federal, state, local rules and regulations and corporate policies pertaining to environmental compliance and impacts.
- Manage air compliance related to Title V, New Source Review (NSR), and Permit by Rule (PBR) air permits, including routine compliance tracking and the preparation of semi-annual deviation reports and annual compliance certifications.
- Support compliance with site stormwater and industrial wastewater permits, including the support and oversight of sample collection, third party labs used for analysis, the preparation and submission of DMR data, and management of required written plans.
- Ensure compliance in waste management practices on site, including the proper storage of waste, profiling and disposal of waste, maintaining a waste management plan, and required recordkeeping and reporting.
- Manage spill response and remediation activities including oversight of response contractors, sampling activities, proper waste management, and associated reporting to applicable parties, including the NRC, TCEQ, and/or RRC.
- Lead investigations for environmental incidents to evaluate contributing factors and identify corrective actions to prevent similar occurrences. Assist in facilitating resolution of action items from findings of incident investigations, regulatory reviews, and agency inspections.
- Communicate regular updates on ES&H projects and priorities, environmental releases, permit deviations, and enforcement actions to Environmental and Operations management.
- Active participation in the Management of Change (MOC) process and assist with the review of engineering projects and operational changes to the facility for environmental impacts and permit compliance. Facilitate information gathering and communications to initiate permitting and compliance plan changes when required.
- Act as the point of contact for both regulatory agencies and operations on required reports, payments, inspections, and other applicable regulatory requirements.
- Maintain a working knowledge of existing and proposed regulations that affect the facility.
- Ability to learn and comprehend the operating principles of petroleum terminal operations and natural gas processing facilities.

MINIMAL ESSENTIAL QUALIFICATIONS:
- Bachelor’s degree in Environmental Science, Environmental Engineering, Biology, Chemistry, or a related field.
- Minimum of 3 years of progressive experience in environmental compliance, sustainability, permitting, or environmental impact assessment.
- Demonstrated ability to lead complex environmental projects, manage budgets, and coordinate with cross-functional teams.
- Strong written and verbal communication skills for preparing technical reports, regulatory documentation, and stakeholder presentations.
- Ability to analyze environmental data, identify trends, and develop effective mitigation strategies.
- The ability to work within a collaborative team environment, with demonstrated personal drive and initiative to achieve goals. Interpersonal communication skills are necessary to interface will the ES&H team, operations and engineering personnel, and subcontractors/vendors.
- Legal authorization to work in the US on a full-time basis for anyone other than your current employer.
- Maintain a valid driver’s license and a safe driving record satisfactory to the company.

PREFERRED QUALIFICATIONS:
- In-depth understanding of federal, state, and local environmental regulations (e.g., EPA, Clean Air Act, Clean Water Act, RCRA).
- Working knowledge of the rules and regulations of the various federal and state agencies having jurisdiction over the Targa facilities in Texas.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
- Ability to lift, push, and pull fifty pounds.
- Ability to work in changing climate conditions and a plant environment.
- Able to work in close quarters: i.e., work while kneeling, squatting, sitting, climbing, and standing.
- Follow and adhere to all applicable Personal Protective Equipment (PPE) guidelines (ex: eye protections, footwear, Nomex).
