POSITION SUMMARY:
Targa Resources Corp., a midstream natural gas company, has an immediate opportunity for an ES&H Specialist on the Corporate Environmental Services Team which focuses on working with commercial, engineering, and operations to deliver the company’s business objectives. This role includes oversight of water permitting projects from conception through completion, supporting Spill Prevention Control and Countermeasure (SPCC) and waste management programs, and management of Emergency Planning and Community Right to Know (EPCRA) compliance and reporting programs. The role requires strong communication skills to effectively work with personnel across the company. The position also works closely within the Corporate Environmental Services team to help implement new programs across the company. This position may be located in Houston, Dallas, Oklahoma City, or Tulsa and will report to Supervisor, ES&H.
JOB RESPONSIBILITIES:
- Determine the need for and develop/reviews applications for industrial wastewater and stormwater permits as required under the National Pollutant Discharge Elimination System (NPDES).
- Oversee compliance requirements for SPCC Program and Stormwater Pollution Prevention.
- Track and analyze industrial water use data for Targa facilities and provide input on potential water reuse/reduction projects to support ESG efforts.
- Regulatory Analysis – complete regulatory analyses to determine permitting requirements and how rules apply to oil and gas facilities.
- EPCRA compliance and reporting, primarily Toxic Release Inventory (TRI) reporting.
- Collaborate directly with engineering, operations, and commercial to deliver business objectives.
- Communicate effectively to different levels of company on permitting and regulatory requirements.
- Communicate effectively with outside organizations on permitting objectives and basis.
- Engage and manage consultants on water permitting projects, as needed.
- Provide assistance as a water permitting SME in compliance audits and resolving issues concerning environmental compliance, as needed.
- Maintain a working knowledge of existing and proposed regulations that affect the oil and gas operations through training classes, lunch and learns, and conference attendance.
- Prepare and submit applications for discharge of hydrostatic test water in land application/to surface water.
- Assist with water rights issues and water resource evaluations as needed.
- Assist in preparation and submittal of permit applications for landfarming permits of water-based drilling fluids.
- Develop and facilitate guidance and training related to protection of water resources, compliance with SPCC and stormwater regulations, and EPCRA compliance.
- Assist and support other environmental projects and initiatives as required.

MINIMAL ESSENTIAL QUALIFICATIONS:
- Bachelor's degree is required
- B.S. in Engineering, Environmental Science, or related degree program, such as Geology or Chemistry, is preferred.
- 5+ years of environmental compliance experience with at least 3 years in water compliance
- General understanding of state and federal regulations that impact the oil and gas industry
- Strong written and oral communication skills.
- Ability to organize and work self-sufficiently given direction and resources.
- Intermediate level desktop computer skills using Microsoft Office – Outlook, Word, Excel, Powerpoint.
- Legal authorization to work in the U.S. on a full-time basis for anyone other than your current employer.
- Physical ability to work in the plant site and accompany regulators on plant tours.
- Ability to travel away from Houston overnight periodically, as needed.
- Regular and reliable attendance is required
PREFERRED QUALIFICATIONS:
- 5+ years of water permitting experience, or 10+ years of environmental compliance experience would be considered for Sr. level role.
- Water permitting experience in the oil and gas industry, or consulting environment, especially Texas, New Mexico, Louisiana, Oklahoma, and North Dakota.
- EPCRA including TRI data gathering, threshold evaluations, and reporting preferred.
- Demonstration of effective project management skills.
- Ability to interface effectively with all levels within the company as well as organizations outside the company (regulatory agencies, contractors, consultants).
- Experience in assessment and sampling of environmental media, due diligence, remediation, waste management will be considered.
