POSITION SUMMARY:

Targa Resources Corp. has an immediate opportunity for an ES&H Technician – Stack Testing with the Emissions Team. This position will be responsible for engine emissions testing and testing coordination for an assigned area. The ES&H Technician – Stack Testing serves as a key member of the Emissions Team supporting air quality and emissions compliance programs throughout West Texas and New Mexico. This position works closely with operations, maintenance personnel, and third-party testing contractors to help ensure engine emissions testing is completed safely, accurately, on schedule, and in accordance with applicable regulatory requirements.  This position provides exposure to engine operations, emissions testing, air quality compliance, environmental regulations, and regulatory reporting across a large natural gas gathering and processing system.  The position will assess gas-fired engine performance, conduct scheduled testing, troubleshoot engine performance, review test reports and compliance documentation, and coordinate with maintenance and operations. This position is based in Odessa, TX, Monahans, TX, and Kermit, TX and will cover the Targa’s Delaware Basin Assets and will report to the Stack Testing Supervisor.

JOB DUTIES & KEY RESPONSIBILITIES:

  • Perform engine and emissions testing on assigned units according to defined schedules and applicable air quality and regulatory requirements.

  • Coordinate with maintenance and operations personnel to plan engine testing, minimize operational conflicts, and support timely completion of required testing.

  • Work with maintenance personnel to diagnose and troubleshoot engine performance and emissions-related issues.

  • Manage emissions testing schedules and coordinate third-party testing contractors to help ensure regulatory deadlines are met.

  • Provide quality assurance and quality control oversight for third-party testing contractors and testing deliverables.

  • Maintain required emissions testing documentation, compliance records, and electronic files.

  • Review emissions test reports, engine performance data, calculations, and compliance documentation for technical accuracy, completeness, and consistency with applicable permit and regulatory requirements.

  • Communicate testing results, scheduling concerns, and potential compliance issues to appropriate operations, maintenance, and environmental personnel.

  • Complete assigned work in a timely manner and perform other tasks as assigned.

MINIMUM ESSENTIAL QUALIFICATIONS:

  • High school diploma or equivalent.

  • Interpersonal communication skills are required in order to interface with all affected teams, personnel, and vendors; able to work in a self-directed work team. 

  • 1 year of field operations or mechanical experience, or equivalent trade school certification.

  • Must be proficient in the use of all Microsoft Office software modules, including Word, Excel, Outlook and others.

  • Must work with a minimum of supervision and be able to manage their time when given multiple tasks.

  • Must be able to climb stairs, ladders, and operate a man-lift.

  • Ability to lift, push, and pull 75 pounds.

  • Ability to work in changing climate conditions and a plant environment.

  • Able to work in close quarters:  i.e., work while kneeling, squatting, sitting, climbing, and standing.

  • Follow and adhere to all applicable Personal Protective Equipment (PPE) guidelines (ex: eye protection, footwear, Nomex).

  • The employee frequently is required to stand; walk, use hands and fingers, handle, or feel; and reach with hands and arms.

PREFERRED QUALIFICATIONS:

  • 2 years experience in natural gas gathering, compression, processing operation, or engine testing.

  • Experience with Caterpillar, Waukesha, or other large reciprocating engines.

  • Experience supporting engine emissions testing, source testing, environmental compliance, or air permitting programs.

  • Experience using Testo or ECOM emissions analyzers and associated software.

  • Familiarity with applicable EPA, TCEQ, and NMED air quality regulations, including New Mexico's Ozone Precursor Rule and stationary engine requirements under NSPS Subpart JJJJ and NESHAP Subpart ZZZZ.

  • Experience reviewing emission test reports, calculations, permit requirements, and compliance documentation.

  • Experience interpreting engine performance and emission data and identifying potential data quality or compliance concerns.

  • Experience working in Maximo and using Microsoft Excel or other data management tools.

  • Strong analytical, troubleshooting, and problem-solving skills.

  • Strong written, verbal, and interpersonal communication skills.
