Targa is currently seeking a Project Manager for their Mont Belvieu office.
The role of the Project Manager is to plan, execute, and finalize multiple projects according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants to deliver projects according to plan. The Project Manager will also define the project’s objectives, oversee safety and quality control throughout its life cycle.
JOB RESPONSIBILITIES:
- Embody integrity, accountability, initiative, and respect in all correspondence and tasks performed
- Possess fundamental knowledge of heavy industrial engineering and construction practices
- Define project scope, goals and deliverables that support business goals in collaboration with senior Engineering management, Operations management, and stakeholders.
- Estimate and establish the project budget. Track & report on the budget on a continuous basis.
- Understand earned value progress tracking. Review and report project progress on a continuous basis.
- Plan and track project timelines and milestones; Ability to identify and manage project dependencies and critical path.
- Have working knowledge of constructability and evaluate project schedules
- Consult with environmental personnel and provide information that is pertinent to the facility’s environmental permits that are required
- Develop full scale project plans and associated specification documents.
- Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
- Estimate the resources and participants needed to achieve project goals.
- Develop and deliver frequent project reports and presentations to keep project stakeholders informed of current project status
- Oversee the development of process models to define facility design basis and heat & material balances, identify safe operating limits, define system/equipment bottlenecks, and troubleshoot/optimize operations.
- Continuously review assets to enhance safety, mechanical reliability, operational flexibility, and capacity
- Facilitate development of key plant project engineering deliverables including plot plans, PFDs, P&IDs, Controls Narratives and Cause & Effect matrices, safety plot plans, etc.
- Oversee the selection and procurement of process/mechanical equipment, including towers, separators, exchangers, heaters, pumps, compressors, instrumentation, relief devices, etc.
- Lead project team to establish project start-up & commissioning procedures, operating procedures, & supply all applicable info for PM program
- Support all commissioning efforts including initial purging & first fills, coordination of OEM pre-commissioning & commissioning, PSSR review & approvals
- Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
- Conduct project postmortems and create recommendations report to identify successful and unsuccessful project elements. File an evaluation report on each contractor and sub-contractor working on the project.
- Develop best practices and tools for project execution on future projects
- Other duties as assigned.
MINIMUM ESSENTIAL QUALIFICATIONS:
- BS degree from 4-year accredited university (Preferred Engineering or Construction Science)
- 5+ years of relevant experience with heavy industrial projects
- Proficient in Microsoft Office applications, including Outlook, Word, Teams, Project, PowerPoint and Excel
- Ability to interface effectively with all levels within the company as well as organizations outside the company
- Strong interpersonal and communication skills
- Occasional circumstances may necessitate travel.
- Possess knowledge of codes, standards, regulations and best practices applicable to the midstream and downstream industries (including API, ASME B31.3 / B31.4, etc.)
- Ability to read and interpret engineering documents including but not limited to Piping & Instrumentation diagrams, Process Flow diagrams, Heat Material Balance, Isometric drawings, Electrical one-lines, Electrical load list, etc.
- General knowledge of both Mechanical and Electrical equipment
- Ability to work with Navisworks 3D models (view only)
- Reliable attendance
PREFERRED QUALIFICATIONS:
- 10+ years of relevant experience in self-perform EPC
- 5+ years of experience as a self-perform EPC project manager
- Understand basic project economic and finance metrics
