JOB FUNCTIONS AND KEY RESPONSIBILITIES

The Operations Training Manager is a strategic, senior-level individual contributor responsible for designing, leading, and continuously improving operations training programs that support Operations Professionals across all Gathering and Processing (G&P) disciplines. The role also focuses on recruitment and retention of developmental technicians primarily in the Permian Basin but providing support to other G&P areas.  This position blends technical training, education program strategy, and workforce planning to ensure operations employees are equipped with the capabilities, experiences, and career pathways needed to perform safely, effectively, and at a high level.

  • Oversee and support developmental technicians through a structured rotational program designed to build foundational technical skills, operational knowledge, safety awareness, and field readiness before placement into the G&P workforce.
  • In partnership with Human Resources, works with Trade Schools to develop recruiting strategies; including onboarding, early career development, rotational programs, and role-based learning strategies.
  • Translate standards, procedures, specifications, and lessons learned into training materials and learning paths.
  • Provide input on standards, procedures, specifications, and lessons learned to improve messaging/absorption rates
  • Collaborate with supervisors to coordinate technical training assignments for all G&P operations technicians. 
  • Partner with Operations, Engineering, Construction, Commercial, and HR leadership to identify current and future talent needs and translate them into scalable development solutions.
  • Ensure programs support operational excellence, safety, and long-term workforce sustainability by creating a strategy that develops a technical operational workforce.
  • Align training programs and development with the published career ladder and work collaboratively with HR and Operations to advance career development.
  • Coordinate external partnerships, vendors, and industry organizations to deliver specialized learning and certifications options for Targa employees (including scheduling, publishing, maintaining an external training calendar with a minimum of 6 month lookahead).
  • Promote a culture of continuous learning, knowledge sharing, and technical excellence across Targa’s G&P operations.
  • Ensure alignment with regulatory requirements, industry standards, and company policies as they relate to workforce capability and development.
  • Provide feedback to LMS administrator on new and existing computer-based training (CBT) to enhance quality and accuracy of new and existing CBT materials.
  • Evaluate effectiveness of training programs through measurable business outcomes
  • Maintain a competency matrix for each technician (Dev tech through lead) and provide updates to leadership as necessary.
  • Other duties as assigned.

MINIMUM ESSENTIAL QUALIFICATIONS:

  • 10+ years of experience in a midstream operational discipline, including plant operations, field operations, maintenance, I&E, or measurement.  
  • Cross-functional experience across multiple operational disciplines a plus.
    High School GED required; Bachelor’s degree a plus 
  • Strong communication, social, presentation and organizational skills
  • Strong ability to partner with internal and external resources to support G&P talent development and retention.
  • Experience developing technical training programs.
  • Experience facilitating classroom and field-based learning.
  • Experience leading projects or workforce initiatives.
  • Experience conducting competency assessments.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook)
  • Ability and willingness to travel as needed to other domestic operating areas outside of the Permian.

PREFERRED QUALIFICATIONS:

  • Strong technical background in operational workflows, roles, technologies, and terminology.
  • Experience supporting or integrating Learning Management Systems (and specifically SAP SuccessFactors) within broader talent strategies
  • Strong analytical capability, including experience with talent metrics, dashboards, and workforce analytics
  • Knowledge of industry standards, regulatory requirements, and safety principles
