ES&H Specialist
JOB FUNCTIONS AND KEY RESPONSIBILITIES:
- Assist management, operations, engineering, and maintenance teams as required to assure compliance with federal, state, local rules and regulations and corporate policies pertaining to environmental compliance and impacts.
- Participate in tracking air compliance related to Title V operating permits and New Source Review (NSR) air permits, including tracking of deviations and preparation of semi-annual Title V reports and annual compliance certifications.
- Oversee and direct the environmental Leak Detection and Repair (LDAR) program including managing the leak monitoring subcontractor team, monitoring and documenting facility modifications that require changes to the LDAR program and conducting associated compliance tracking and regulatory reporting to state and federal agencies.
- Support waste management activities to ensure regulatory compliance, including adhering to the site waste management plan and appropriate profile and disposal of waste generated.
- Manage spill response and remediation activities including oversight of response contractors, sampling activities, proper waste management, and associated reporting to applicable parties, including the NRC, Louisiana State Police, LDEQ, and LDNR.
- Support compliance with site stormwater and wastewater permits, including sample collection, the labs used for analysis, the preparation and submission of DMR data, management of required written plans, and the reporting of noncompliance.
- Communicate regular updates on ES&H priorities, environmental releases, permit deviations, and enforcement actions to Environmental Supervisor for Operations management meetings.
- Assist with the review of engineering projects and operational changes to the facility for environmental impacts and permit compliance and documenting necessary information to the file or helping to initiate permitting and compliance plan changes when required.
- Act as the point of contact for both regulatory agencies and operations on required reports, payments, inspections, and other applicable regulatory requirements.
- Ensure compliance with corporate policies, including data and records management, waste handling, and reporting releases.
- Maintain a working knowledge of existing and proposed regulations that affect the facility.
- Ability to learn and comprehend the operating principles of petroleum terminal operations and natural gas processing facilities.
- Conduct thorough hazard assessments and risk analysis to identify potential safety risks and determine appropriate control measures.
- Ensure all safety procedures comply with relevant regulatory standards, industry best practices, and the organization's safety management system.
- Serve as a subject matter expert and coach to assist operations in achieving safety goals.
- Provide safety support during facility shutdowns and critical risk activities such as confined space entries and critical lifts.
- Review and evaluate Jobsite Safety Analysis (JSA) with employees and third-party contractors
- Conduct incident investigations, Root Cause Analysis (RCA), Identify corrective actions and maintain incident reporting in database
- Develop and implement emergency response plans, conduct drills and ensure availability of necessary safety equipment
- Plan and lead regular safety meetings with operations
- Facilitate and manage all required ES&H compliance training for each location
- Other duties as assigned
MINIMUM ESSENTIAL QUALIFICATIONS:
- B.S. in Environmental Science, Engineering, Safety or related science.
- 3+ years of experience in an ES&H support or leadership role.
- The ability to work within a collaborative team environment, with demonstrated personal drive and initiative to achieve goals.
- The ability to organize and effectively manage multiple priorities.
- Interpersonal communication skills are necessary to interface will the ES&H team, operations and engineering personnel, and subcontractors/vendors.
- An organized and detail-oriented self-starter with a strong work ethic with demonstrated ability to effectively work with minimal oversight.
- Ability to take ownership of responsibilities and work independently with appropriate direction and resources.
- Ability to think critically, solve problems, and exercise judgement and common sense.
- Intermediate level desktop computer skills using Microsoft Word, Excel, and PowerPoint.
- Ability to travel overnight (up to 25%) for training or company events.
- Legal authorization to work in the US on a full-time basis for anyone other than your current employer.
- Maintain a valid driver’s license and a safe driving record satisfactory to the company.

PREFERRED QUALIFICATIONS:

3+ years of experience in the oil and gas or petrochemical industry.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
- Ability to lift, push, and pull fifty pounds.
- Ability to work in changing climate conditions and a plant environment.
- Able to work in close quarters: i.e., work while kneeling, squatting, sitting, climbing, and standing.
- Follow and adhere to all applicable Personal Protective Equipment (PPE) guidelines (ex: eye protections, footwear, Nomex).
