Targa has an immediate opportunity for an Environmental Specialist on the Corporate Environmental Services Team. This role supports commercial, engineering, and operations teams to deliver business objectives by managing key environmental programs and projects, including remediation support, waste management, site due diligence, as well as select compliance and permitting activities (e.g., water, stormwater, SPCC). The role requires strong communication and project execution skills to coordinate work across multiple functions and with external stakeholders. This position is located in Houston, Texas and will report to Supervisor, ES&H.
JOB RESPONSIBILITIES:
Coordinate and support remediation projects from investigation through closure (e.g., scope development, contractor oversight, sampling plans, documentation, and regulator/consultant coordination).
Manage and support waste management and disposal programs, including waste characterization/profiling, recordkeeping, and cost/operational optimization.
Support and participate in third-party waste audits and waste vendor/TSDF reviews, including documentation requests, corrective action follow-up, and verification of regulatory and company requirements.
Support environmental due diligence activities for acquisitions/divestitures and commercial projects, including Phase I/II ESA coordination, data review, and risk communication.
Support NORM (Naturally Occurring Radioactive Material) management activities, as applicable, including identification/characterization, disposal coordination, contractor oversight, and compliance documentation/recordkeeping.
Perform regulatory analyses to determine applicable federal, state, and local requirements for midstream oil and gas operations and projects.
Track and analyze environmental performance and program data (e.g., waste metrics, remediation status) to support ESG and continuous improvement initiatives.
Engage and manage consultants and contractors as needed to execute due diligence, remediation, and waste/water compliance projects safely and effectively.
Communicate permitting, compliance, and project requirements to internal stakeholders across engineering, operations, and commercial, and interface with regulatory agencies as needed.
Prepare, review, and submit accurate annual and semi-annual environmental reports to regulatory agencies.
Develop and deliver guidance and training related to environmental compliance topics (e.g., waste management, spill program) and support implementation of new programs across the company.

MINIMAL ESSENTIAL QUALIFICATIONS:
Bachelor’s degree required; Geology, Environmental Science, Engineering or closely related field strongly preferred.
Minimum of 3+ years of progressive environmental experience supporting industrial or oil and gas operations, consulting, or regulated facilities.
Hands-on experience with environmental due diligence and/or site assessments (e.g., Phase I/II ESAs, data review, sampling coordination, reporting).
Experience supporting remediation efforts, including investigation, corrective actions, contractor oversight, and documentation through closure.
Experience with waste management (e.g., characterization/profiling, manifesting, vendor management, and recordkeeping).
Working knowledge of state and federal environmental regulations impacting midstream/oil and gas operations (e.g., RCRA, CERCLA, CWA, RRC, TCEQ, LDEQ, NMOCD, NDEQ).
Strong written and verbal communication skills; ability to translate regulatory requirements into practical field execution.
Strong organizational skills with the ability to manage multiple priorities and deadlines.
Ability to collaborate cross-functionally with operations, engineering, and leadership teams.
High ethical standards and commitment to safety, compliance, quality and continuous improvement.
Intermediate desktop computer skills (Microsoft Office: Outlook, Word, Excel, PowerPoint) and ability to manage environmental records and data.
Legal authorization to work in the U.S. on a full-time basis for anyone other than your current employer.
Physical ability to work at plant sites and accompany regulators/consultants on site visits as needed; ability to travel overnight periodically.
Regular and reliable attendance is required.
PREFERRED QUALIFICATIONS:
Demonstrated project management experience managing multiple consultants/contractors, budgets, schedules, and deliverables.
Experience with environmental management systems (e.g., Intelex, Maximo, SmartPlan)
Experience with environmental sampling programs (soil, groundwater, surface water, sediment) and interpretation of analytical data.
Waste management experience supporting hazardous and non-hazardous waste streams, including RCRA generator requirements, third-party waste audits, and waste vendor/TSDF auditing.
Experience with NORM management, surveys and/or radiological waste requirements (as applicable).
Ability to interface effectively with all levels within the company as well as organizations outside the company (regulatory agencies, contractors, consultants).
