JOB FUNCTIONS AND KEY RESPONSIBILITIES:

  • Embody integrity, accountability, initiative, and respect in all correspondence and tasks performed
  • Possess fundamental knowledge of midstream operations, NGL fractionation, underground storage, distillation, compression, desiccant dehydration, marine and underground storage terminaling.
  • Define project scope, goals and deliverables that support business goals in collaboration with senior Engineering management, Operations management, and stakeholders.
  • Manage a group of engineers providing project management and operational/commercial support for Targa’s Downstream fractionation, underground storage and terminaling facilities. Storage and terminal engineer responsibilities are generally summarized below:
    • Define project scope, goals and deliverables that support business goals in collaboration with Engineering management, plant management, team members and stakeholders.
    • Estimate the resources and participants needed to achieve project goals. Estimate and establish the project budget. Track the budget on a continuous basis. Plan, schedule, and track project timelines and milestones using appropriate tools.
    • Acquire resources (construction contractors, etc.) to execute the project by lump sum bidding processes or T&M processes. Clearly communicate corporate and facility safety plans to contractors and assure that projects are executed in full compliance with these plans and any applicable regulatory requirement.
    • Providing project workover procedures and schedules for the items listed above, securing required regulatory permits, and providing required reports.
    • Assist with overseeing and learning all aspects of drilling operations, completion design and engineering analysis for salt cavern storage, acid gas injection and saltwater disposal wells.  Help develop leaching plans for well modeling and proper terminal, storage, and acid gas injection related operations, where needed.
    • Provide technical support for Targa’s storage, acid gas injection, and saltwater disposal well operations and maintenance personnel, as well as commercial stake holders.
    • Provide technical support for returning wells to product service, by reviewing mechanical integrity test reports, interpreting sonar caliper surveys and wireline results for any concerns.
    • Supervise the safe operations of workover processes and update well volumes, product and brine pressure switch settings and related Targa and regulatory documentation, after workover completion.
    • Develop product flow simulations and assist with reviewing operating issues, including wellbore hydraulics, geological changes, wellhead replacements, and pressure discrepancy conditions; including acid gas injection plume modelling.
    • Provide technical support to operations (debottlenecking and optimization, maintenance projects, Process Safety Management (PSM) compliance, PHA participation and action item resolution, DOT compliance, etc.)
    • Possess ability to interpret and design Process Flow Diagrams (PFD’s), Piping & Instrumentation Diagrams (P&ID’s), Plot Plans, Piping Plans, and Piping Isometrics.
    • Develop scope of work/for-bid packages for engineering, construction, and commissioning activities.  Track/forecast costs and milestone schedules and regularly communicate progress to project stakeholders.
    • Possess fundamental knowledge of midstream processing operations including distillation, compression, glycol, and desiccant dehydration, treating, and underground storage & transportation.
    • Complete projects through the entire project lifecycle, including providing feasibility studies and FEL cost estimates to commercial; generate AFE’s; perform detailed engineering and design; scope, bid, and manage construction and commissioning contractors; as-built drawings; and participate in pre-startup safety reviews.
    • Plan, execute, and control the purchasing effort. This includes both labor contracts and material purchases.
  • Develop and maintain a thorough knowledge of Targa’s Mont Belvieu facilities
  • Communicate effectively with team members and stakeholders (operations, construction, commercial, engineers, land/ROW, EHS, supply chain, accounting/planning, etc.).
  • Possess strong knowledge of codes, standards, and regulations related to midstream business (including API, ASME B31.3/4/8 and VIII, DOT 192/5, NFPA, etc.)
  • Pursue continuous improvement by identifying and managing optimization projects to enhance safety, compliance, reliability, and/or operating margin.
  • Ensure all Targa engineering & construction standards are met and followed; assist with the development and/or improvement of various Targa engineering & construction standards.
  • Manage asset engineering efforts to ensure complete, accurate, and effective engineering support is provided to Targa Downstream customers.
  • Review project cost estimates & scope prior to commercial submittal; monitor cost & schedule performance throughout project execution phase; support startup & commissioning activities.
  • Develop asset short-term and long-term capital expenditure forecasts.
  • Support, train, and develop storage and terminal engineers.

MINIMUM ESSENTIAL QUALIFICATIONS: 

  • BS degree in Chemical, Mechanical, Civil, or Petroleum Engineering from 4-year accredited University.
  • Minimum 5 years of relevant experience, including midstream facility project management, operations, and/or engineering role(s). 
  • Proficient in Microsoft Office Products, including Outlook, Word, and Excel.
  • Ability to interface effectively and professionally with internal and external stakeholders and organizations; strong interpersonal and communication skills.
  • Regular and reliable attendance; willingness to travel to off-site field/corporate locations as needed

PREFERRED QUALIFICATIONS:

  • Minimum 8-10 years of relevant experience, including midstream project management, operations, fractionation, underground storage, terminaling and/or engineering role(s). 

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

  • Ability to work in changing climate conditions and a plant environment.
  • Ability to work in close quarters: i.e., work while kneeling, squatting, sitting, climbing, and standing.
  • Follow and adhere to all applicable Personal Protective Equipment (PPE) guidelines (ex: eye protection, footwear, Nomex).
  • The employee is frequently required to stand; walk; use hands to handle or feel; and reach with hands and arms.
