POSITION SUMMARY:
This position will assist Operations in achieving Targa’s goals with respect to health and safety in our operations. A proven ability to solve problems, learn new material, adapt to change and be an effective communicator and leader are key traits to success in this position.
JOB RESPONSIBILITIES AND DUTIES:
Supervision and coordination of health and safety activities including occupational and process safety associated with midstream gathering and processing operations.
Partner with Operations and Engineering teams to provide process and occupational health and safety support and execution while communicating regularly with key stakeholders on the status of compliance issues and helping to drive solutions to those issues.
Supervise and cultivate a staff of Health and Safety professionals throughout the operational area supporting operations and construction.
Assist Corporate Health and Safety Services team with implementation and monitoring of continuous improvement efforts regarding safety & health management and programs.
Participate in Process Hazard Analysis, Pre-startup Safety Reviews (PSSR) and Management of Change (MOC) processes, as necessary.
Provide support to Hazard Analysis processes to ensure hazards are identified and verify that appropriate prevention and/or mitigation measures are implemented.
Participation in or facilitation of incident investigations. Maintain outreach with Operations and Engineering teams to ensure lessons learned from incidents are factored into new designs and procedural enhancement.
Participate in the support of any emergency response efforts.
Oversee the day-to-day implementation of routine management systems by staff required to ensure compliance for each facility including data gathering, incident investigation tracking, reporting, action item and KPI tracking, report generation, scheduling routine meetings, and generating key performance measures.
Interact with applicable regulatory agencies such as OSHA, Texas Railroad Commission, etc. to ensue notifications and reports are completed within timeframes and maintain professional relationships with each.
Provide regular feedback to staff on their performance. Coach and support operations, maintenance, and engineering staff on how to be leaders in ES&H.
Participate in the development and execution of strategic environmental health and safety programs and objective-setting for the organization.

MINIMUM ESSENTIAL QUALIFICATIONS:
Bachelor’s degree in health & safety, science, engineering, or another related field preferred.
Industry recognized safety and health certifications required.
Minimum of 8 years of experience working within the oil, gas or petrochemical industry while supporting ES&H management systems or other industrial setting. Previous supervisory or management experience preferred.
Maintain a valid driver’s license and a safe driving record.
Ability to organize and manage multiple priorities.
Ability to work within a collaborative team environment, with demonstrated personal drive and initiative to achieve goals.
Working knowledge of federal and state health and safety regulations applicable to Targa operations. PSM experience preferred.
Interpersonal communication skills required to interface with stakeholders.
Organized and detail-oriented self-starter with a strong work ethic.
Ability to work self-sufficiently given direction and resources.
Ability to think critically, solve problems independently and exercise professional judgement.
Intermediate computer skills (Proficiency in MS Office Suite to include Word, Excel, PowerPoint, Outlook and Maximo).
Regular and reliable attendance.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
Ability to work in changing climate conditions and a plant environment
Ability to travel between 25%-50% (as needed) to support staff in each area of responsibility and to build and maintain strong working relationships with stakeholder leadership
Follow and adhere to all applicable Personal Protective Equipment (PPE) guidelines (ex: eye protection, footwear, FRC, etc.).
Working additional work hours and weekends as needed to support task or goal completion.
Extended periods of standing or walking within industrial settings or construction areas.
